Franchise sales and marketing: how to recruit franchisees in Canada

Reviewed 26 October 2026 · Marketing MIX · 6 min read

Selling a franchise in Canada is a recruitment process with a legal clock attached. You attract people who have the capital and the profile to run a unit, qualify them, share information under a confidentiality agreement if needed, deliver the disclosure document, let them meet you and your franchisees, and sign no earlier than 14 days after they receive the document in a province with a franchise law. Marketing for franchise sales has one extra rule: everything the website, ads and salespeople say must match the disclosure document, because in Ontario misrepresentation exposes the franchisor, its broker and every signer of the document to damages.

The franchise sales funnel

Stage Tool What happens Legal point
Attract Franchise landing page, search and social ads, franchise portals, referrals, existing customers Visitor learns the format, support and investment range Claims must match the future disclosure document
Apply Application form Candidate gives capital, location, timing, experience Collect only what you need; explain how data is used
Qualify Introductory call Fit check both ways, next steps explained Earnings questions are answered with the document, later
Share Confidentiality agreement, overview materials Manual table of contents, brand book, sample training In Ontario a confidentiality agreement does not start the 14-day clock
Disclose Disclosure document, delivered as one document Candidate reviews with their lawyer and accountant 14 days before signing or paying; refundable deposit rules
Validate Discovery day, calls with franchisees Candidate sees operations and talks to owners The document lists current and former franchisees
Sign Franchise agreement Fee paid, training scheduled Only after the 14 days have passed

The franchise landing page

The franchise page on your website does most of the early selling, and it is a separate page from the one your customers see. What a candidate looks for, in the order they usually look for it:

  1. Who this franchise is for. Owner-operator or investor with a manager, background that helps, time commitment.
  2. What the unit is. Format, size, staff, opening hours, what a normal day looks like.
  3. What the franchisor does. Training, opening support, marketing, suppliers, technology, field visits.
  4. Investment range. The total start-up range as it will appear in the disclosure document, with what it includes.
  5. Territories. Provinces and cities open for franchisees.
  6. Steps and timing. From application to opening.
  7. FAQ for investors. Fees, term, financing, territory, support.
  8. Application form. Short enough to finish, specific enough to qualify.

On Cookiddoo's website, which our team built, the franchise page invites partners across Canada and lists a launch playbook, staff training, a tested curriculum, and branding and marketing support. That is the right content for the "what the franchisor does" block. Each promise listed on the page should have a section of the manual and a line of the disclosure document behind it. What stays off the website and out of sales calls

The highest-risk statements are about money. On Fast Coffee, our own group's self-serve coffee brand, the early franchise pages carried income promises and a "guaranteed money back" claim; we removed them during the work, because statements like these need to sit in a disclosure document with their basis and assumptions. See the Fast Coffee case.

Statements to avoid unless they appear, in the same terms, in the disclosure document:

  • monthly profit, "earn up to", payback period or return on investment figures;
  • sales figures of your best location presented as typical;
  • guarantees of income, refunds or buy-backs;
  • promises of exclusive territory that the agreement does not grant;
  • "low risk" or "proven" claims that the network's history cannot support.

In Ontario, an earnings projection in the disclosure document must state its reasonable basis, assumptions and where supporting information can be inspected (O. Reg. 581/00 s. 6). Our franchise financial model article covers how to prepare such information.

Qualifying franchisee leads

Many enquiries from a franchise page come from people who like the brand as customers. A short scoring system protects your team's time:

Criterion Question on the form or call Typical use
Capital Liquid capital and total investment capacity Minimum threshold to proceed
Location City or area, owned or leased premises Match with open territories
Timing When they plan to open Prioritise the pipeline
Role Will they run the unit personally Must match what the document requires
Experience Management, industry, staff leadership Training needs, fit
Motivation Why this brand, why now Fit with the system

We set up the form, the scoring rules and the follow-up emails so every lead receives a reply and only qualified candidates reach a call.

Channels for franchise marketing

  • Search: people who search for franchise opportunities in your category or city, plus investor questions about your format.
  • Social ads: audiences built around business ownership and your category, sent to the franchise landing page. See targeted advertising.
  • Franchise portals and associations: listings where investors browse opportunities.
  • Your customers: regular customers sometimes become franchisees; a short link in the footer and at the location reaches them.
  • Referrals from franchisees: once the first units are open, satisfied owners are the strongest channel.

Brokers and sales agents

If you use a franchise broker or sales agent, give them the same materials and the same rules. Under section 7 of the Arthur Wishart Act a franchisor's broker, and its agent, are among the persons a franchisee can sue for misrepresentation in the disclosure document, and liability is joint and several. Approve their scripts, ads and emails as you would your own.

Delivering the disclosure document

In Ontario the document goes as one document at one time. Electronic delivery requires a format the candidate can view, store and print, no links to external content, an index for each file, and a written acknowledgment of receipt. Keep a record of the delivery date: the 14 days run from receipt. Any deposit before then must be refundable without deductions, under a non-binding agreement and capped at 20% of the franchise fee, to a maximum of $100,000. For Québec candidates, the French version of the agreement and related documents must be given first (Charter of the French language, s. 55).

The full rules are in the franchise disclosure document guide and the Arthur Wishart Act article.

Next step

Franchise marketing is the last block of the package on franchise development in Canada; its budget is covered in cost to franchise a business. Book a paid 30-minute consultation (100 €) to review your franchise page and sales process, or send us the page and materials for a written review (from 200 €).

Franchise development FAQ

How do you sell a franchise in Canada?

Generate enquiries from people with the capital and profile you need, usually through a franchise landing page, search and social ads, franchise portals and referrals; qualify them with an application form and an introductory call; sign a confidentiality agreement if you share detailed materials; deliver the disclosure document; hold a discovery meeting and let the candidate speak to existing franchisees; then sign no earlier than 14 days after the candidate receives the disclosure document in a province with a franchise law.

What can a franchisor say before giving the disclosure document?

General information about the brand, the format, the support offered and the investment range that will appear in the disclosure document is common. Earnings figures, payback promises and guarantees are risky in advertising and sales calls: in Ontario any earnings projection belongs in the disclosure document with its basis and assumptions, and a franchisee who suffers a loss from a misrepresentation in the document can sue the franchisor, its broker and every signer.

Can a franchise broker or sales agent be liable?

In Ontario, yes. Section 7 of the Arthur Wishart Act gives a franchisee a right of action for misrepresentation in the disclosure document against the franchisor's broker and agent as well as the franchisor and the signers. Brokers' scripts and materials should match the disclosure document.

What should a franchise landing page include?

Who the franchise is for, the format and what a franchisee does day to day, the support and training offered, the investment range that will be disclosed, the territories available, the steps to becoming a franchisee, an FAQ for investors, and an application form that collects capital available, location and experience. Earnings claims stay off the page unless they match the disclosure document.

How should franchise leads be qualified?

Ask for liquid capital and total investment capacity, target location, timing, management or industry experience, whether they will run the unit personally, and why this brand. Score each application and book a call only for candidates who meet your minimum criteria. That saves the franchise team's time and filters out people who were curious about the brand as customers.
